New Rules Commission Structure

The USA Volleyball Rules Commission has undergone a restructuring to align with the changes made to the Operating Code of USA Volleyball in 2018. These changes aim to enhance the sport and ensure a consistent and fair playing experience for all participants.

Mission and Responsibilities

The commission’s primary mission and responsibilities are as follows:

  1. Review the Federation Internationale de Volleyball (FIVB) Rules of Play and make recommendations for the United States, which are then incorporated into the USA Volleyball Rulebook. The FIVB is the international governing body for indoor and beach volleyball, with the World ParaVolley governing sitting volleyball.

  2. Identify and test rule changes when necessary, taking into account the unique needs and considerations of the United States.

  3. Recommend a publication format for the USA Rulebook that includes safety notations, translation commentaries, modifications for outdoor and recreational play, and specific rules for special categories such as Co-Ed and Reverse Co-Ed. Additionally, modifications for USA Volleyball nationally sanctioned championship events are considered.

  4. Ensure representation at meetings of rules committees such as those held by the NCAA and the National Federation of State High School Associations (NFHS), as well as any other relevant organizations determined by the commission.

Membership

The USA Volleyball CEO appoints the commission chair, who oversees the operations of the commission. The commission members are comprised of voting members, nonvoting representatives, and invited guests. The composition of the committee ensures balanced input from the representatives of the three disciplines covered by USA Volleyball: beach, indoor, and sitting volleyball.
